MANILA, PHILIPPINES — November 15, 2025 — Taiwan’s Overseas Community Affairs Council (OCAC) brought the island’s cutting-edge AI and smart-energy innovations to the Philippines through its “Economic and Trade Forum Tour,” held in partnership with the Taiwan Association Inc. Philippines (TAP).
The three-day engagement, running from November 13 to 15, aimed to deepen industrial collaboration, strengthen ESG capabilities, and promote digital transformation among Taiwanese-founded enterprises and Filipino industry partners.
Forum Highlights Taiwan’s Leadership In AI And Energy
Keynote speaker Vivian Huang, International Cooperation Strategy Officer at Taiwan’s Institute for Information Industry (III), shared Taiwan’s latest advances in artificial intelligence, automation, and smart-energy solutions.
Huang highlighted AI applications across manufacturing, customer service, food processing, and urban governance, including Kaohsiung City’s AI traffic and commerce management system, which boosts both economic efficiency and urban sustainability.
“Taiwan’s innovation ecosystem is built on practical collaboration,” Huang said. “Our goal is to share digital strategies that empower enterprises to thrive responsibly.”
Strengthening Digital Transformation Among Filipino Enterprises
The Manila event combined seminar discussions and on-site company visits, helping participating firms identify practical ways to integrate automation, process monitoring, and energy-saving technologies.
“Digital transformation is not just about tools but about leadership,” said TAP President Tom Lin, commending Huang’s presentation. “This program offers timely guidance as businesses adapt to rapid technological shifts.”

Focus On ESG And Sustainability
OCAC emphasized the importance of aligning corporate strategies with environmental, social, and governance (ESG) standards. The initiative urged local companies to adopt AI-enabled efficiency systems and smart-energy frameworks to achieve long-term competitiveness and net-zero goals.
Huang encouraged industries to view energy optimization and AI adoption as complementary. “AI is not only improving productivity but also helping reduce waste and carbon emissions,” she said.
Taiwan–Philippines Partnership Expands Through Site Visits
The delegation visited two Taiwan-founded enterprises in the Philippines — Kou Fu Color Printing Corporation in Cavite and Ersao Taiwanese Restaurant in Quezon City. During the visits, Huang advised both firms on digital process tracking, automation of high-cost tasks, and AI-assisted inventory systems.
The visits were jointly organized by TAP and the Culture Center of the Taipei Economic and Cultural Office (T.E.C.O.) in the Philippines.
Officials Highlight Taiwan’s Global Role In Smart Innovation
Taiwan’s Representative to the Philippines, Ambassador Wallace M.G. Chow, emphasized that smart energy, digital transformation, and AI governance are now central to global competitiveness.
“Taiwan’s achievements in renewable energy and smart-city development show our commitment to sustainable growth,” Chow said. “We are proud to be a partner in the Philippines’ innovation journey.”
Driving Regional Cooperation In The AI Era
Manila served as the final stop in Huang’s regional technology mission, following earlier engagements in Vietnam and Thailand. The tour reinforced Taiwan’s role as a regional hub for AI collaboration and showcased its ability to support overseas enterprises in their digital and sustainability transitions.
The initiative also aligned with Taiwan’s broader policy of open technology sharing, encouraging cross-border cooperation in data, research, and smart infrastructure.
Outlook For 2026 And Beyond
Experts believe that the forum’s outcomes will enhance Taiwan-Philippines cooperation across renewable energy, smart-manufacturing, and AI-powered governance. Further bilateral projects are expected to emerge by early 2026, focusing on technology transfer and sustainable enterprise growth.
“Science has no boundaries,” said Professor Xu Xun of the University of Auckland, underscoring the forum’s message. “Only through collaboration can AI truly benefit society.”
